Eliminating distance noises

I live out in the country and it is really quiet out here. With one unfortunate exception: There is a coal mine less than 4 miles away and they run heavy digging equipment 24x7. The sound carries and you can hear it inside the house with doors and windows closed. It is bad at night because even though the sound is low, it is enough to disturb sleep. So being that this is more of a distance sound as opposed to living right next to an intense sound problem, what would I need to do to mitigate the problem? We also have a condensation problem and the windows here are obviously cheap, so replacing windows is already a possibility for us. "Sound Proof Windows" seem to be over priced based upon what I am learning in this forum. Any ideas for how I could *completely eliminate* this distance noise in the bedroom? Since it is low to begin with, it should be possible right? If I can hear it at all, it will disturb sleep. It has to be *gone*.

You are never going to be able to completely eliminate the noise problem...no such thing as 100% soundproof....

This is actually a challenging problem...the first step is to address the windows due to this is the weakest spot in the system..

Now...due to the distance and the type of impact that is being generated you most likely will still experience the vibration through the structure of the home...depending on a few variables...age of house , type of foundation , and range on impact...
