I have some 1/4" acoustical foam.  If I draped that around the turbine, or several layers of it, would that reduce the noise significantly? 
My neighbor made a noise complaint about the turbine and the city prosecutor is threatening to prosecute me unless I do something immediately, and draping the acoustical foam around the turbine is something I could do right away.

Your going to have to close off the free path by hanging two layers offset with space between them to allow air flow and reduce sound. making the rat maze so to speak.
