soundproofing mat questions

I'm interested in using the sound proofing mat for a
window of about 3ft x 6ft and have a few questions:
1) is the mat easy to cut with scissors?
2) the depth of the window in the frame is only about
  1 inch, but the window sill protrudes about
  2-1/2 inches. I'd like to get as thick a mat as
  possible. Would the 1-1/2 or 2 inch thick mat be a
  possibility?
3) My window opens such that the bottom half slides up
  (like many traditional windows). That means that the
  bottom half is at 1 inch depth from the frame, but
  the top half is an additional 2 inches (3 total)
  behind the frame. Will that present any problems?
