Different Product DB specs

Hi
I am based in the UK & due to neighbours playing loud music & cinema effects from an AV amplifier I want to soundproof a party wall which is constructed of 100mm concrete blocks & plastered. I want to add a thin board to the existing wall to reduce the noise
I have looked at various products such at JCW silent board & NSSW2+ which have different specs. One claims a 22db reduction of transmitted noise while the other claims a performance of 45db. I am not sure which of these will give me a better reduction in the transmitted noise.
Can anyone explain

If your trying to soundproof a block and plaster wall that already has a decent mass value then adding to the wall is not going to give you huge reductions...you need to decouple from the wall then add additional mass....
You must break the direct connection from that block wall...build a new wall with 1" space between then soundproof the new wall.

better to build a complex wall than just trying to apply the mass law.
