Ceiling fan directly under my bed!!!

I live in a beautifully renovated, old textile mill.  The only problem is that the builders did very little by way of sound insulation.  The ceiling fan in my downstairs neighbors bedroom is directly beneath my bed.  The floors are wood and the endless whomp, whomp, whomp is killing us.  I think even when I sleep (which I need earplugs to do) the vibrations are disturbing me because I feel SO lousy all the time.

I've read similar posts but I need to be sure I'm clear as to how to quiet the noise/vibration of their fan.  I'm nervous to spend the $$ on MLV without being certain.  I read somehwhere in here that sound traveling through the structure of the building will simply find its way into the walls if you don't properly tend to the floor.   Is this noise just vibration, is it airborn sound or both?  Can you go over the steps I should take to remedy this all-too-common problem?  My understanding is that we should lay down MLV, a carpet pad & carpet (all wall to wall) using green glue to seal the perimeter & even put pads under the legs of our bed.  Is that right?  Thank you in advance for the advice & many thanks for this wonderful website!

yes you are on track with the MLV w/Closed cell foam wall to wall and caulk perimeter with acoustical caulk not green glue.
You are dealing with vibration that is turning into airborne sound and yes sometimes the flanking noise is an issue but I can't see that being a problem here unless you have lath and plaster wall.

The only other way to remedy the problem is to decouple the ceiling fan from the ceiling...very hard to do...

Ah, acoustical tape.  Very good.  As for doing anything with the fan, that's not even an option.  The powers that be are well aware of the shoddy construction in this area & refuse to make things right. So taking care of this ourselves is the only way to go.  Thank you for helping us know how to deal with this problem.  It will literally change our lives!
