Soundproofing from outside low frequency vibrations

So I've had this problem for a while and I'm looking to just try and soundproof my room, I can hear a low humming like the sound of a generator or something pulsing, my floor vibrates and so does everything on it, it's very hard to sleep because my bed vibrates(I saw a suggestion to put wash towels under the 4 corners and it reduced by half compared to the floor).

So the problem is I know most soundproofing is supposed to go under the carpet and behind the walls, is it possible to overlay something on my walls and roof to stop the pulsing vibrating noise?
And is there something I could use over my carpet?

My walls are just normal white painted walls, one of which is a common wall which is somewhat hollow, and my roof is some kind of popcorn texture like this

Any help would be appreciated these vibrating floors and noises are driving me mad.

well these type of problems are difficult because you're a renter and installation is the most critical part to soundproofing..
