Hi, everyone! I´ve been researching a lot about soundproofing lately but I´m not quite confident yet about how to soundproof my floor, can I please hear some opinions?

Ok, so my (biggest) problem is my downstairs neighboor TV´s noise. It´s very loud, very ofetn and until very late - and it´s driving me insane! I´m already addressing the window weakpoint but I´m convinced some of the sound is coming up through the floor. My floor is concrete slab finished with tile. He doesn´t complain of impact sound so I´m mainly trying to bar airborne sound. I thought about laying down over the tile two sheets of an acoustic mat (1/16" each, 0.5lbs/ft
2, with 96lbs/ft
3, total assembly 1/8" thick and 1lb/ft
2 - is that what you call MLV?), acoustic caulk it on the edges and then follow with a laminated floor, since it´s a floating type one.
My doubts are as follows:
1) do I need to put any kind of material between the tile and the first sheet of the acoustic mat? I read somewhere that MLV (and I assume the material I´m buying is MLV) won´t work between two rigid surfaces, but I was told by both vendors of these materials here at home (Brasil!) not to do it;
2) should I put over the second layer of this acoustic mat the padding that is usually installed with laminated floors? One vendor told me to use it, the other told me not to...
3) should I put this acoustic mat only over the floor, not touching the waal, or should it turn up and cover a bit of the wall, covering part of the space where the baseboard will later be installed? Again one vendor told me to do it and the other one told me not to...
Please help me get this correctly! Thanks in advance!
