Suggestions for two sound proof windows

I moved into a new house two years ago, and the out walls are made from hollow concret bricks. Unfortunately my neighbor built a pool after that and the pump is facing two of my bedrooms, and my daughter has started to complain about the humming noise from the pump. Currently I have double panel energy star windows installed (size is 60X50), so I am thinking add another layer of window without removing the existing one. Please help with any suggestions? :(

Try our magnaseal system, with 1/4" or 3/8" acrylic.
