Roll Shutters - do they do any good?

Wondering if roll shutters cut down on outside noise, such as neighbors talking and playing music?  The companies that sell them all claim they do.

(btw, the verification letters are nearly impossible to read no matter how many times I change them).

Depending on the weight(mass) you may get a 10%-15% reduction at best because they are not installed with air tight seals.
when ever material is used in this fashion(unsealed) you do not get full performance.

Okay.  We're actually considering two places.  The first one above is a place where they're likely be lots of night time action going on.  The second we're dealing with commercial fishing boats.  We actually live in the second (renting) and are considering purchasing it, but for the fishing boats.  They go out at 3am nearly every morning, and they're loud.  They sound like helicopters landing in the front yard. 

We're considering, if we buy the place, putting a sunroom in front facing the lake.  Would that prevent noise from entering the house?  I've very noise sensitve and its a huge consideration when buying.  Unfortunately, one can never tell what noise issue awaits on purchase.

unless your ready to spend a good amount of money soundproofing either place, I would recommend finding a third option.

The night time action might be something that could be addressed once the worst noise offenders are assessed but since your noise sensitive it will require extensive soundproofing.

The sun room for noise reduction against the commercial boats will do little unless you surround the majority of the house.. and even then you might need to do additional wall / window treatments.
