What about using the "Super Sound Proofing" liquid on the ceiling to cut down on the noise from the hardwood floors in apartment above? And if feasible, what percentage of the noise would the liquid dampen the noise by?

This would undoubtably work, but to what degree -??  Depending on the sound level to be reduced, There are better solutions, such as remodeling so as to build the ceiling out with good acoustical reduction as detailed in the link below.  A low cost, but low sound reduction would be to cement our Super Soundproofing foam mat to the ceiling, but you wind up with a black ceiling.  (Some people have done this and like the black color as it's in the bedroom anyway).  It's usually better and cheaper to deal with the sound problem at the source: the floor above.  Cheaper to buy sound blocking mat and even carpet for the folks above!
