Sound Proof bedroom walls and floor?

I live on first floor of an apartment block there is an empty space under my apartment which is a car park, beneath that again is the lower level of a car park which has units for refrigeration for a store during the day they do not transmit noise into apartment as other noise blocks this out. From 12am each night my bedroom has a loud humming, vibration noise it feels like there is a refrigeration unit in my bedroom. I am looking for a cost effective way of stopping this awful noise. Any tips advice greatly appreciated as this is really having a negative impact on my life.  I was originally going to try sound proof the walls but I feel that the noise also comes through the flooring./

No expert but educating myself on the issues. For some good reading on flanking and how sound transmits through a wood structure have a look at this document.
