Need Ideas on reducing road noise from front of the house

We moved into our house about 1.5yrs ago and since moving in we replaced the front windows with new vinyl windows but are looking at other potential ideas to reduce heavy road noise from the busy street in front of our house.  Our landscape is pretty minimal with a few infant boxwoods on the property lines between the neighbors as well as a newly planted ornamental tree.  Have thought about fencing off the front of the yard but can only go to 4' due to city ordinance. As far as fencing thought about picket with faux ivy foliage or simtek faux stone panels. We are having our front door measured for a storm door to be installed as we thought this might help block some of the noise from the door.  Any suggestions on types of plants if that would help (Zone 5a).

trees and shrubs will do very little if anything and a 4' high fence will have little effect as well.
Your best bet would be to treat the window with a acrylic insert.

I actually bought an acoustic barrier for my garden recently, and think you should have a look at my supplier, this is for anyone still interested in the topic. Sorry to bring back a dead, old, thread, but i didnt feel this needed a new one.

I at first was doubtful about the quality of the fencing, the origin of the product being chinese and all, but once i received the package and opened it, i already knew i made a good decision. Setup was simple enough, and the god awful noise from the freeway behind my place is for all intents and purposes eliminated.
