Soundproofing windows, or windows and walls?

I'm about to buy a house which has dogs barking and kids playing on the street. I can hear them indoors. I know you're not mind readers and don't know my specific situation. But in general, for these kinds of noises, am I likely to be able to muffle most of their sounds if I simple install a second set of windows, or do most people in this situation also have to add another layer of walls (drywall + greenglue)?
