sound through foundation?

I live about 40' from a road with cars going by about
45 mph.  I'm planning to put ceramic tile in the basement.
Is any audible amount of the traffic noise
coming from the floor?  There is a concrete foundation and
concrete block walls.
I haven't worked on soundproofing for the basement walls yet.
The wall facing the street isn't underground.  So I
can't tell just by listening if any sound is coming
from the floor.
But I want to put the ceramic tile down before working
on the walls because I'm having allergy problems.
Eventually I want to soundproof it well enough so the
traffic noise isn't audible indoors.  It's up to about
75 dbA outside.
So if noise were coming up through the floor, would there be any
soundproofing materials I could use under the ceramic tile?  Thanks!

The mass loaded vinyl works best under tile.
