Reducing Street Noise

We live in San Francisco on a busy street and the noise with the windows open can be about 85 dB.  We'd have to replace the windows as the seals are broken and they are very low quality...say STC of 20.

In looking any new options we were immediately drawn to the Milgard Quietline but the city of San Francisco won't allow vinyl windows  on street facing windows to preserve the look/feel of the city. 

So, we are going back to the drawing board and are looking for ideas.  Does anyone have a window line they would recommend other than the Quietline that would be good at reducing street noise?  We'd like a window system that has a STC rating of 40-50 and OITC of 35+.

They claim to have high STC ratings.

I reviewed your link and they seem to have a good design with their ultra acoustic line.
see if they have either an OITC or RW test result and if it is higher than 45, it should be excellent!
