noise from water pipes

Hello, I am looking for an inexpensive way to block
noise from the upstairs neighbors.  Every morning they
get up early and I can hear the water turning on
and off and running down the pipes in my closet.  Is
there any kind of cheap insulation I could put around
the pipes to reduce the noise?  Thanks!

If the pipes are exposed, it would be a simple matter to wrap them with our acoustical foam.  If behind the wall, cutting out the wallboard is a pretty simple matter.  It can be refitted back in place fairly easily.
