stumping and heavy foot from unit above

I've lived in my condo for 7 years but over the past year I have noticed an increase in noise.
I hardly hear any sounds from the unit above, but the disturbance is in form of stumping, heavy foot traffic and dragging and dropping of things. I think there have a young one now and i can hear him jump and run around. Also the parents walk heavily back and forth doing house chores and the stumping is just too much. I can follow them move. Very annoying...
From what I have researched seems like I need to decouple my ceiling:

There is no attic space. Does it mean my current ceiling needs to come down entirely and then redone?
My current ceiling has popcorn on it so I don't mind to get rid of it at the same Time. Can the new decoupled ceiling be installed over the current popcorn ceiling? That way I don't need to open up the current ceiling and make a mess.
Any recommendations for a contractor that can help with this in San Francisco bay/area CA?

Yes for the best results you do need to remove the existing ceiling and have a soundproof decoupled ceiling installed.
Call me direct to discuss approach and get contractor referral.
