Need Advice for Soundproofing Home from Road Noise

I live in a single family home near a major road in So Cal. The home  faces the road. There is traffic noise all night long from trucks on the road. What is the best way to soundproof the home ? Can you suggest what would be the best and most cost efficient method to reduce the noise from the road . Would installing double pane windows and shutters help to shut out the road noise ? Would it be better to build a wall in the front yard to block out noise ? How high would the wall need to be and what material should it be made out of.

To get the best reductions you would need to do both the noise abatement wall depending on distance from the road and line of sight.
And treat the windows with our maganseal system creating the greatest gap between the window and additional pane or dual operable windows.

How high do you suggest the sound barrier be and what materials are best ??

The wall height is based on line of sight and diffracted path which dictates the size of the shadow zone..
The wall needs to be as dense as can be...filled block or concrete work the best but I have used mass loaded vinyl of wood fencing as well just not as effective.
