Best specific method for blocking dog bark?

I cant tell if the dogs bark goes through my windows, walls, or both. I've been reading that specific frequencies work better for different there a 'best' option to address dog barking when I dont know if its the window or the walls?

I've tried to note to neighbor approach, still happens.

I've done quite a bit of research on different window plugs but there seems to be sooooo much out there and the wife hates the idea of windows being blocked. Thoughts on the best options specifically for dog barking?

Barking dogs is a very hard source to reduce, it can be coming through windows, doors and walls.
The best approach is to address this methodically. Do the windows first then asses the reduction followed by door treatments and finally wall treatments.
