Ceiling vs floor soundproofing

Hi, we have noise issues between floors in our building, it was built in the late 1800's and has wooden floorboards with carpets on on the upper floor.

Noise travelling downwards is mostly an impact noise issue, some airborne too (TV and loud talking) so both need to be reduced.

Would it be better to soundproof the floor upstairs with soundproofing boards or downstairs in the ceiling?

it would be best to soundproof from above.
carpet and padding #8 density "Rebond"
MLV w/ closed cell foam underlayment
taped and sealed

You also need to make sure that the floor/ceiling assembly is insulated and there are no holes in the ceiling below.
