Blocking low car noise from 30mph streets

My bedroom has a window overlooking a local street with 30 mph speed limit so the noise from the street is not bad. However I can tell clearly when a car passes by. Currently the room has some kind of cheap dual pane glasses from the previous owner. Do you think it is possible to block the car noise *completely* (so it is really hard to tell whether there is any car passing by) if I add another layer of window, use some soundproof glasses, or use magnetseal? Thanks much!

No such thing as 100% soundproof...
Use the magnaseal with 3/8" acrylic with the greatest air gap in between.
or
install a second operable window if you have the room.
