Additional layer beneath area rugs

Hi all. Great resource. Hope you can help me. We live on the third floor of an old condo building. Impact noise is an issue. Our neighbor downstairs complains about my children running. We have put down area rugs and half inch felt pads. They are still complaining. Do you have a recommendation for another layer we could add beneath the rugs and the felt? I've read about rubber maybe?

FYI we have hardwood floors. Floor ceiling assembly is wooden joists and plywood subfloor. Not insulated. Neighbors downstairs won't consider floating their ceiling. Thanks

If your are just using throw rugs, just use #8 density Rebond carpet padding and tape or adhere to under side of throw rugs.
