Impact noise reduction of 2 story investment property

I own a 2 story vacation rental and once in a while, ground story guest complain about impact noise from guests upstairs walking or moving furniture around.  I have read in other posts to use #8 density Rebound carpet padding under a rug.  My sister who is a civil engineer is adamant about tearing the ceiling open and sealing up all the noise.  I don't know the technical details but it seems like she knows what she's talking about.  The problem is she estimated that it would cost around $20,000 to fix.

$20,000 doesn't seem practical when guests complain about impact noise once in a while.  Could I just find a cheaper solution by adding super dense rug to reduce impact noise on the second floor?
My house is around 1100 square feet, 3 bedrooms per floor.  I'm most concerned about impact noise in the bedrooms hindering my guests from sleeping.

Absorbing impact noise at the source will always deliver a better reduction then soundproofing the receiving side due to the fact you would have full flanking noise down the walls.
If you can get it at the source you can use our mass loaded vinyl w/1/4" closed cell foam underlayment beneath padding and carpet for best results.
if you can not address it at the source then yes a soundproof decoupled ceiling system would be the only other way to reduce the impact problem.

Would this work only certain areas of the house was covered in carpet/rugs? Or is it most effective if only the entire second floor is padded with rebond, carpet and MLV?

this works the best when entire rooms are done when you can close doors and stop free path.
This is for a carpet and padding installation.
Best to do one room and see for your self.
