Impact noise from downstairs neighbour - help!

Hi all,

I live in a condo, on the 4th floor (last floor).
I'm suffering from a lot of impact noise coming from the neighbour below me (3rd floor). I can hear running/jumping/door slams/kitchen cabinets slams, etc.
I live in Israel so the building is concrete + blocks (this is how all condos are built here). Above the concrete there's about 10-20cm of sand, and ceramic tiles over the sand.
Now I already read everything about impact noise and I understand that either I'm building a floating floor or putting a rug in my neighbours house.

The strange thing is this:

I had a wall built between my kitchen and living room (10 cm block wall). I'm pretty sure the noise started (or became much more audible) after I removed the wall. The wall weighed about 1.5 tons. Could it be that the loss of mass alone made the trouble worse? Or maybe something else related to it?

My second question is: Some buildings are built exactly the same without any padding and there's no impact noise from below (most condos I've been to). but only from above... What could be the reason I can hear the neighbour below me so clearly? I've never heard of someone complaining about impact noise from a floor below!

This will be tough to help you with, normally when I am dealing with concrete structures I have to go in person to view.
after you removed the wall did you experience and deflection of the floor?

I had a project that was a concrete building with parking structure beneath and if clients in one suite above did jumping jacks it would cause the neighbors suite to shack and boom even after a 65 STC wall was built between suites.

Here is my e-mail, we are going to have to dig deep to solve this one.
