Soundproofing Old Windows in a Concert Hall

I need to somehow Soundproof 10 windows in my Music Hall which sit on the residential side of the building.
They measure 40X50 and are 6 inches deep.  The police are constantly harrassing us, and I need an immediate solution.  These windows are paper thin and rattle uncontrollably which are the cause of the problem.  These music shows are a non-profit thing, and it's for the good of the community, basically to keep the kids off the street and in a safe controlled environment.
Any help or advice would be GREATLY appreciated.
