Depends on your definition of "work"!  Sometimes something is worse than nothing- a dead air space would "work" better than newspaper if you consider  the newspaper stuff will settle, possibly creating a mass that would transmit sound very well.  Cellulose is made of newspaper and doesn't work very well- considering it's cost, etc.  Even though many contractors make a lot of money installing it and will argue otherwise.  One needs to consider the cost;benefit ratio for these materials.
