Sound proofing

I live in a terrece house , I have a basement in which my band practices. i have recieved a letter from the environmental health saying that one of my nebours has complaned and i have to stop practicing or i shall be fined £5000 and a further £500 every time i play, i need a cost effective way of sound proofing my basement or a suggestion on what i can do.
