Soundproofing exterior wall from outside

I live in a new semi detached home. Too much noise is entering the house through the exterior wall, a sidewall with no opening, 40 feet long and 3-storey high. The wall consists of 2x6 wood studs filled with R20 fibreglass insulation; on the inside: ½ inch drywall; on the outside: ½ inch particleboard and aluminium siding. How can I stop outside noise (people talking, traffic) from passing through the wall? I CAN ONLY ADDRESS THE PROBLEM FROM THE OUTSIDE, not from the inside because of the layout and the staircase.  What sort of material would provide a solution? How could it be installed? How efficient would that be?
