Outside Noise

I live in a older totally detached home. My next door
neighbor has recently converted their garage into a
party/family/entertainment room, which is adjacent to
my bedrooms. Now, I have too much noise entering into
the house through a exterior wall, an 25 feet sidewall
with 2 opening (windows). The inside walls are ½
inch drywall; on the outside: shingles. How can I
stop outside noise (music, people talking, traffic)
from passing through the wall into my house?
What sort of material would provide a solution?
How could it be installed? How efficient would
that be?
