soundproofing ceilings and already carpeted floors in an apt.

We have wall-to-wall carpeting in our rented 2nd floor apartment. We can hear our upstairs neighbor walking around and TV and our downstairs neighbor talking and TV/music. How can we effectively and inexpensively soundproof this apartment? We don't own the place and our landlord won't put a cent towards a solution. Please help- we don't want to have to move- but we'd like to get some sleep!!!! We read the other FAQs and nothing seems to address this problem specifically.

This is a common problem that will require some expenditure of time and money to solve.  The landload must "buy-in" to the solution of the problem: after all, his property will be upgraded, he'll be able to get more rent and rent it easier, perhaps keep tenants longer, etc.  For this he should at least pay for the materials and you might be willing to do the labor.
