garage refinished into a room

Hi,
I live in a house in which the 1 car garage was converted into a room.  There is a small rectangular window where the roll up garage door used to be.  There is also a pad and carpet over the concrete floor.  There is simply an opening from within the house in order to access the room (no door).  I would like to use the room for music instruments (drums, bass, guitar, etc.).  I realize you can spend a lot of money in order to sound proof a room.  What would be the most effective and inexpensive way to adequately sound proof this room?  Thank you and sorry for the long email.
