soundproof windows

One of my bedroom is facing the highway.  I would like to soundproof the windows.  After check with some contractors, I was told that a double panel glass windows can only reduce 20% of noise only.  A sealed double panel windows with dead air bubble is very expensive.
Just wondering any other options that is cheaper

Yes, Windows are pricey. You can fit a storm window. Make sure it is made of laminated safety glass. This glass is a lot thicker than regular glass 1/4" minimum. The thicker the glass the less noise.
