Soundproofing ceilings/floors in a duplex

Hi There,
I live in the lower appt of a duplex.  I hear all noises from upstairs, talking, television and walking.  I am wondering if it is better to soundproof the upstairs floors or our ceiling.  What is the best solution and what % of noise reduction will it be?  I am looking for maximum and being the owner I am looking at this as an investment and peace of mind.

A: It's always better to soundproof near the source, so putting soundproofing under carpet is supperior to trying to deal with it after it's loose and a prblem.
