sound proofing my apt. bedroom windows

I want to substantially decrease the noise level in my
apt. bedroom windows. Can I buy some of this vinyl
-nitrile foam or something comparable to solve my
problem more economically? I figured that I might
need the 1-2" size of the Super Soundproofing Mat.
Because,I live in an apartment within 50 yards and
on the corner of a busy intersection. My windows are
70.5"L by 35"W and 70.5"L by 17 1/4"W approx.
{measured inside window sill,sheet rock to sheet rock}.      
Can you offer any advise on how I can solve this
problem with out breaking my bank?? My goal is to be
able to get quality sleep and not worry whats going to
wake me next like,loud car exhaust,booming steroes,
traffic etc.! Please help!  Thanks
