Noisy Boiler

We've got a house built on a slab, so the heating boiler is in a little spot below some stairs maybe 2ft below the ground floor.  It's also right behind the fireplace in the living room/great room and the noise is LOUD.
I was thinking the putting it on vibration pads would help if the noise is resonating throught the slab and brick fireplace, but I think maybe it's the noise from the flue which is the big problem. Do you think this is right?  What could I do about it? (BTW, its a 3 yo boiler with a burner that was supposed to be quieter than the alternatives)
