Getting An Installer

With heavy-footed, noisy neighbors in the unit
just above mine (I have a basement unit, with a
low ceiling), my best solution is to have soundproof matting
installed beneath their living-room
(wall-to-wall) carpet.
 Problem is, no carpet or flooring outfit will
touch this installation with a ten-foot pole. Only
if you purchase new carpeting from them, will they
install the soundproof matting, along with new carpeting.
How do I deal with this roadblock? Having to purchase new
carpeting could be pretty expensive.
Forget about soundproofing my ceiling--it's just too low to deal
with, not to mention giving my landlord fits if I contemplated that approach.
