sound proofing a duplex basement

In April, I am moving into a duplex with an unfinished basement (just a concrete floor with concrete walls, open stud and plywood floor ceiling) and want to utilize the basement as a practice area for my band. The size of the basement is roughly 24 ft x 36 ft. Both duplexs are seperated by two garages. Obviously, the areas of concern are a few small ground level windows and the ceiling of the basement (upstairs floor)which is just studs and the actual floor. I don't really have a lot of money to spend, but would like something that is cost effect and is at the sometime easy to remove without leaving too much damage or mess (I'd like as much of my deposit back, as possible). Any ideas? Any info is greatly appreciated!
