Soundproofing drum room in apartment

I expect drums are the hardest thing to make quiet. I have an apartment with neighbors above and beside me and wish to soundroof a room enough to prevent landlord or police involvement. I have lots of very thick rubber or poly style carpet padding, and thick new carpeting. I expect I will need to make a room within the room and use duroc sheeting in between the new walls studs along with cauking. Also I expect I will need some air spacing in between the new and old wall. I'm not sure if I should also build movable walls to place around the drums. Would that help diffuse sound? Will diffusers in the corners of the ceiling help? Do I need rolls of lead sheeting with caulk between every gap in order to diffuse this sound? I just want to be able to practice without being evicted. I really need some advice on this. Thank you:)
