fencing for backyard noise reduction

Can anyone offer advice on the best type of fencing for my yard to reduce road noise?  Horizontal slats vs. vertical?  Should I install raised bed plantings to provide an earthen barrier plus the fencing?  Any rationale to have two layers of fencing, say one with horizontal slats that may deflect sound an interior layer with vertical slats providing air space in between and then installing plantings?  Any suggestions will be appreciated!

One thing to keep in mind when planning a fence are local ordinances, especially if the fence will be in the front yard.
I'm not an engineer so can't comment on vertical vs. horizontal, etc.  
But have you considered a thick hedge?  Depending on the size of the leaves and the density of the vegetation, I would expect that the hedge could provide the type of baffle you want to achieve with multiple fences.  You could call your local county coop's Info line for their suggestions.
