new house sounproofing

I will be constructing anew ranch home with a walkout lower level which will be finished with family rm and bedroom.  Need best way to insulate noise from coming up to main floor.  Also have some train noise about 2 blocks away and would like to make sure home is soundproofed from ouside noises.  If you can start at the beginning of the bld. process, what is best way to go.  Thanks, Tom
