soundproofing a bedroom

My house butts up to Interstate I95.  The traffice noise is horrible, especially the tractor trailers.  How can I soundproof a bedroom?  Most of the noise seems to be coming from the window, but some form the walls also.  I tried putting a piece of plexiglass in the window, but this did nothing.  Anything suggestions on fully soundproofing a room would be helpful.  Least inexpensive ideas.
