Siren Soundproofing

Anyone have any thoughts on reducing the sound output of a 110 decibel siren speaker so that it could be used near people without causing hearing damage?  I'm looking for ways to modify/sound-insulate the speaker's bellhousing and re-entry cone.

The only thing I can think of is to have the horn of the siren pointing into some sort of barrier or wall that is covered with a soundproofing agent, such as closed cell foam mat. 110 dB can cause hearing loss and should be quelled to around 70 to 75 dB minimum. You could also think about housing the siren horn within some sort of enclosure, and then treating the enclosure with the closed cell foam mat as well. This would most likely bring the sound of the siren to safe and tolerable levels.
