soundproofing condo

HELP, I have been reading alot of the questions and answers but i would like to know i have a 1100sqft condo would like to soundproof ceiling. I can hear the upstairs people when they walk, open cabinets, and it wakes me up in the night.  I am  willing to do whatever because moving out is not an option right now. So how much would this approx. cost me and how can i find someone to this for me? Please help. THANKS.

I have just purchased a third floor condo and am having a problem getting the condo board to approve hardwood floors.  I have allergies and asthma and can`t live with wall to wall carpets.  I would appreciate any information about sound proofing the floor.  We also need a sound engineer to run some tests for the floor and have been able to find anyone who has done this.

Can anyone tell me the absolute best soundproofing to install
under a laminated floating floor.

Our building is 18 years old, 3 story, lightweight concrete floors.
Originally all carpeted. As units are sold every purchaser wants
to remove original carpeting and install laminated hardwood.ßß
