Can I put linoleum tiles over the vinyl mat-also how would noise compare to carpet if I'm on the second floor of a condo?

Linda,
The linoleum can be installed right over the vinyl mat, and it would be a good soundproofer, however, this system will not offer much in the way of impact protection (foot fall noise). For this you would be better off to install the (MLV) with the foam backing and then install carpet and padding over the (MLV). This would offer much more impact noise protection to the people down below.

OBTW if you do install carpet and pad, be sure to use a padding called "rebond" it has good soundproofing qualities.
