Title: "Wedgies Poly-Foam" vs "Foam Mat" for windows soundproofing

Does anyone know if “Wedgies Poly-Foam” is a closed-cell material, suitable for sound-proofing windows? Is it similar to the “Foam Mat” product? Or is it an open-cell material, suitable simply as a sound-absorbing material?

Any "Poly" product is open cell, the "Foam Mat" sold on this website is closed cell.

I need enough to deadin sound (not sound proof)
my garage 12x20x8. or aprox. 1900 sq. ft. Must be a dark color, preferably black.
I don't want to break the bank, if you know what I mean.
