Title: radon mitigation fan noise

Hello...hope someone can help me.  Our neighbors have a radon mitigation system on the side of the house which is basically a pipe with a continously operating fan...its about 10-12 ft. up the side of the house and it bothers me a lot when I am in my backyard.  I am looking a solution that I can present to them which will not be unattractive or inconvenient for them.  I have heard of a product called Quiet Coat which is some kind of vinyl paint stuff you can put on HVAC systems.  Any advice appreciated, esp. if you have had experience with these radon systems.  Thank you.
