Title: Installing Fire Blocks in a Staggered Stud Wall

Because fire blocks are required by code in most (if not all) areas of the country, I've been surprised to find that all the references I have that mention staggered-stud construction don't mention how to install the fire blocks.  It seems as though any addition of horizontal blocking would kind of defeat the purpose of this kind of wall; that is, it would make a rigid connection between the inner and outer studs.  Any one have any experience with this?
