Title: Constant loud TV coming up from tenants below

The tenants below crank their TV day and night.  I get the Charlie Brown teacher sound coming up through the floor.  I've tried earplugs and the sound gets through.  I put my fan on blast and it doesn't drown it out. I spoke to the tenants- they're not changing, and the landlords- they're not doing anything. 

It's a sweet apartment except for this- I want to stay...ideas?

Do you want to invest in a rental?  If so, and you have carpet then you can use MLV w/Closed Cell foam underlayment. If you have wood floors then your looking at spending more money than its worth in my opinion.

Keep in mind after putting this down you still might experience noise coming up through the studs/walls depending on how loud they have their T.V.
Maybe the landlord would split the bill...but as you stated.... I doubt it.
