Title: TV and voice noise from apartment below

I just moved into an apartment that has hardwood floors.  There are no shared walls and no apartment above me but there is an apartment below.
I can hear the neighbor's TV as a muffled bass sound in the living room.  I can also hear the neighbor talking so I don't believe he has the TV on ridiculously loud.   I currently have a small area rug in that room as well as a couch and TV.  In the bedroom, i can hear TV noise - I haven't put an area rug down in that room yet but I do have two dressers and a bed in that room.  I can also hear footsteps later at night, which i understand is a different type of noise, but I can tolerate that noise since it's moderate.  (I only mention it in case it impacts the solution)

I saw in another post that the Super Soundproofing MLV might work for TV noise.... would it also work in my situation?  I'd prefer not to have to cover the entire room but rather put it under my bed, my couch, and area rugs.  I'd be content if I could eliminate the voice noise and most of the TV noise.

I also haven't fully moved in yet, so I'm hopeful that as I put in all my furniture and wall hangings that will help absorb some sound. 

I do plan on getting an area rug for the bedroom and I am also moving my living room around so that my couch isn't directly above my downstairs neighbor's TV to see if that will help reduce the sound.

In order to reduce the TV and talking you will need to cover the entire floor wall to wall. Just doing areas rugs will not work.
If you decide to do partial soundproofing the results would be minimal at best.

thanks - and what is the best product to cover the entire floor with?
can i get a benefit covering the entire room?  or do i need to cover all the rooms?

You should use our Mass Loaded Vinyl w/ closed cell foam underlayment, followed by padding and carpet.
You can soundproof one room as long as you cover the enitre floor in that room.
