I had a 3/8 inch of laminated glass installed with a 1/2 inch spacer in my bedroom window, which already had double pane glass.  I was told by the installer that it would eliminate 90% of street noise.  However, it did not work at all (maybe 10% noise reduction) - I can still hear car traffic, people's voices, and music from a night club accross the street.  The laminated glass installed does not fit perfectly into the frame but there is about 1/4 of an inch space all around the glass which the installer filled with caulk.  The walls in my condo are 2 feet of concreate.  Any ideas why the installation did not work?

Not enough of a dead air space. you need at least 2" or greater.
